David Peyton is the Federal Representative and an Associate of The Tioga Group, Inc. For the past 35 years Mr. Peyton has held a series of increasingly responsible public- and private-sector responsibilities in Washington, D.C.

Trade Policy - Mr. Peyton is an expert in U.S. trade policy and has served as a Federal Representative for U.S. exporters. He is a member of the Federal Industry Trade Advisory Committee 1 (aerospace) and formerly of 15 (intellectual property). Mr. Peyton has worked on various aspects of North American Free Trade Agreement (NAFTA) implementation over many years, including border crossing and related homeland security issues. |

Transportation Policy – Mr. Peyton provides Federal transportation policy advice to the Tioga Group, Inc. He is presently serving on the project team completing National Cooperative Freight Project 29, “New Dedicated Revenue Mechanisms for Freight Transportation Investment.” |

Technology Policy – Mr. Peyton served as the Director of Technology Policy for the National Association of Manufacturers and was a leader in computer and homeland security policy. He served as Vice Chair, Public Policy Committee of the Internet Security Alliance. His testimony and media appearances contributed to the end of tough export controls on encryption. Mr. Peyton was Vice Chair of the Alliance of Science and Technology Research in America and a founding member of the High-Tech Broadband Coalition. That group secured reversal of FCC interconnection policies detrimental to investment. |
Mr. Peyton received a B.A. in Government Affairs in 1974 from the University of Virginia, Phi Beta Kappa, and a Master of Public Policy from the University of California, Berkley in 1976. Mr. Peyton is a member of the Association for Public Policy Analysis and Management, as well as the American League of Lobbyists. |
